[SCRC-440] Replaces #50
Moves data file location addresses to a subclass LocalSource which inherits from DataSource and reads/constructs parameter objects using IO. Another subclass RemoteSource (currently a template) will handle retrieval and location of parameters via the API using another library API which to do the same.
